This is NOT a good way to build a PBN in fact it has nothing to do with PBN, but since that is the way they've build their backlinks, it shouldnt be too hard to outrank them IF you do contextual links on high authority sites with relevant content.
I did some math based SEO analysis of the top 5 rankers for my target keyword. What I found will suprise most of you.
yeah I know that PBN will work, but to get a 300 unique domain PBN I'm looking at $5,000-$10,000 just to buy the domains, and $300-$1000 month to host them... so if I could do it with web2.0's it would be better! that's why I'm asking...
For what you described your competitors have quality and quantity if you dont chose the correct Web 2.0 properties it will be useless, create your own BPN with domains with authority, but if you hare in page 12 after 2 years, as somebody said above called it quits and search for another niche.

I have never seen anyone rank with newly registered web 2.0. I think Google has pretty much devalued that web 2.0 links and most web 2.0 are not do follow. I use them for diversity and dilution of anchor text.
1) Identify the top 10-20 competitors and load their site in ahrefs. Then download all the links they have. Now just go down the list and start dropping your link on each page that links to one of your competitors. Off course you should avoid copying spam links. Also try getting links from unique root domains.
for eg. if they commented on a blog you do the same
if they have distributed an inforgraphic you do the same
if they have done a guest post on a blog you do the same
if they have done a press release on prweb, you do the same
if they have done a pbn you create your own pbn
Even if you just copy 10 links per competitors from 10 competitors, it will give you 100 back-links. The great thing about these backlinks is that you know for certain they will improve your ranking because your competitors are using the same links to rank in Google. This strategy is so simple yet few people do it because it requires hard work.
2) Search for the keyword(s) you want to rank for. Now scan through every result that google returns and identify link building opportunities. These pages are some of the best pages to get a link on because they are ranking in Google for your target keywords - means Google values these pages in your niche. Repeat this procedure for all your major keywords and you should have another 100 solid backlinks. Again this strategy is very simple but requires a lot of hard work.
3) Google tries to include a wikipedia entry for every search result. This is to bring variety in search results and cater to people looking for in depth information rather than a quick answer. However, wikipedia page is not always available and in that case they try to include some long form content in the niche. This is your chance to rank if you can create a comprehensive content for your target keyword(s). You will need fewer backlinks if you have in depth content on your page.
4) Add more pages to your site. This is old school SEO tactic but it still works. The more pages you have indexed around your topic, the easier it is rank every next page on that topic. There is no doubt that a site with 100 pages on a certain topic will need fewer backlinks to rank for a related keyword than a site with 10 pages - all else being equal. in fact i have personally beaten established sites in SERPS just by blogging regularly on a new site for a medium competitive keyword.
5) SEO is no longer get rich quick as it was promoted in the past. Age is one factor that cannot be faked unlike content, backlinks, trust etc. I feel age will become even more important in future because it makes perfect sense from user POV as well. Most people trust and prefer to buy from an established shop/vendor/website rather than a 3 months old shop/vendor/website. There is a reason why many companies put the line "established in ....." under their logo. Even on this forum you are not allowed to sell anything until you have spent a certain amount of time in the community. Therefore, it only makes sense that Google considers age of a website and backlink when evaluating a page.
If your niche is low comp, 1, 2 and 5 are enough
if your niche is medium comp then 1, 2, 3, 4 and 5 is needed
if your niche is high competition, then you need to be one of the best in your niche in addition to 1, 2, 3, 4, 5
