I do it manually...it's a pain in the ass but is super effective
Btw i have the list of 800+ Web 2.0 sites and more than 100+ are High PR 2+

I think there are not more than 200 English web 2.0, if you want to rank hell level keyword only by 2.0, that is not enough, you need find others language resources.

uh oh .... web 2.0 is not a defined comment box or a site that accepts articles, it's a paradigm striving for user-generated content, sharing, collaboration...
Probably millions of web 2.0 sites there... Can't just go and automate posting to everywhere. If you could, you'd be a billionaire in no time.
