If you are able to create, you can have as many as you can. To get more than one Twitter account, these ways does help:
1. Buy from a service that sells the genuine Twitter account
2. Look for people who want to sell their Twitter account
3. Create it by yourself

Theoretically unlimited but eventually your gonna have issues with your number/email stopping working at sign up. I find twitter to be one of the easiest to sign up for and Instagram to be a real headache.

Ideally 1 per IP address, theorertically as much as you want. But multiple accounts created on the same IP address tend to get suspended in bulk.

I think you can have many accounts. I have two though, one for business and the other for personal use.
Both signed in on the same Twitter app without issues from twitter. They have such feature in their app that allows that.
I only just switch accounts just like I do on Instagram too.

Twitter even encourages you to have many -- you can login to multiple account with the same interface. Tweetdeck also great for managing multiple. For example, I have an account for almost all my sites, obviously I wouldn't want to keep using one main account for tons of different purposes. And they even allow automation to a degree (like posting user-created content from your site).

you can have many accounts, remember twitter app itself allow to have multi accounts, big question is how to keep them alive.
