How many Tier 2 links is safe and enough ?

On the other hand, if you are building normal or high quality backlinks to tier 1 backlinks, then there is not a limit (of course, do not go to the spam field). The more power you push to your tier 1 backlinks, the more powerful they will become and more link juice they will give to your money site.
