I supposed, that almost all SEO's in the world at some higher level of expierience are using them. Which one? It depends from the purpose, mastering of the tool, etc.

I see lots of threads that seo's are manually building links, and all advice is to leave the tools alone.
So just trying to get an idea how seo's still use them.

It depends from expierience, budget and goals. Besides - most of tools can be used in various ways. Linking lower tiers, indexing links, linking money sites, harvesting lists for manual link building and many, many others.

i think if you care about a long lasting strategy, you should leave the tool alone, at least for your money site and tier 1 links.
once in a while, I use GSA as tier 2, but with this caveat:
my tier 2 in GSA is wiki and articles, and tier 3 for those links is comment and forum and guest posts. i do this mostly for indexing purposes for backlinks that I really have a hard time to get indexed and show up in google search console.

Most blackhat "seo's" will use automated tools in some way. Even if they are advertising that they don't use tools, they probably have tools and use them for some purpose.

Automated link building is works for a short period of time. When you look for a longer time ranking, you have to make use of the manual strategies.

For tier-2 or above...automated tools like GSA are best.
