There's only me and my partner plus 2 dogs here and that's just water bill. 2 showers a day, plus daily washing machine.
I need to get the dogs to starting chipping in with housing costs.

Alcohol will kill all the bacteria in water. Water is scary dangerous if unfiltered.
During summer I drink 4 liters a day. In winter mostly tea, a caffeinated beverage and milk which in total is 2 liters a day.

You can make the dogs lick the dishes so you don't need the washing machine anymore. Also, you can shower both you and your partner the same time, but if you're not carefully you might end getting a third partner.

Unless there's a specific medical reason, I don't think there's need to. Your body let's you know when it needs water.
