How many links per tier?

Let's say you have 20 Web 2.0's, 20 Article Submissions and 20 Wiki's for Tier 1. How many Tier 2 links is your goal to be pointed to each one of those? And if I remember correctly with Tier 3 it's as many as possible pointing to your Tier 2. Are you looking to get as many as possible for Tier 1 and 2 also?

NO, Not as many as possible for Tier 1 atleast...

Your Tier 2 Must be Bigger then Tier 1, You want your tier 1 to get Indexed and gain some authority and flow Link juice but at the same time you will not want to spam them.

It also depends what king of link you will be using for tier 2, More Web 2.0, Blog Comments, Wiki Etc.
 
It depends a lot of their quality and the niche in which your website is. The general opinion now is that tier 1 should be made of high quality links. They cannot be obtain too easily, so I guess they cannot be too much. Tier 2 will have a bit lower quality links and their number should be increased. the same for the next tires. But, make sure you check the links profile of your competitors, too.
 
So I bought this package from BST.. Once I have this package set up for a bit, would you go ahead and add more tier 2 and 3 links with GSA?

I have read Tier1 40 links per day
And then 400 tier 2 link to those Tier 1 link
And so on

Here i will work 10 to 15 links for tier 1. (According to my budget)
And 50 tier 2 links for that corresponding links.
After then do social signals for tier 1 and my site. (TO get more traffic)

For tier #1, think about quality over quantity. Try aged web 2.0 properties with at least one year, blog posts on high PR blogs, PRIVATE blog network.
