There's no script to this thing, just go for the best PBN providers, someone has mentioned the process high quality PBN sellers take to deliver quality.
I mean, great PBNs are like any other site so you can't ask "how many sites are safe to link to me."

If your talking about a personal PBN, I recommend 1 for 1.
1 PBN site, equals 1 homepage link to inner page of money site.
Anything else and tracking the true effect of links and anchor text becomes difficult.

Commonly 1-2 PBNs are ok if they are of high quality. If they are of low quality you can link them to your Tier2 and tier 3 links.
