How many links & how many tiers?

Hi guys,
I'm using the Sherlock/Jack Sparrow SEO package available here on BHW.
So far the results are climbing well for one site, the other not so well.
Now, was wondering, I've added 400 links a month for each of my two sites from FCS 2.0's as well.
This 400 2.0's plus the 400 or so links from Sherlock/Jack Sparrow are my main tier 1.
Am ranking on first page now for several KWs on one site, some now even first position.
We are an offline business in car rentals, so yes the phone is ringing and bookings are going up
My question, how many tiers should I use to this tier 1 and how many links from tier 2.
So far I've got planned 1500 Tier 2 links to the 400 2.0s and another 1500 Tier 2 links to the paid BHW package.
Do I even need a tier three?

Usually Tier2>=10*Tier1

I suggest you to go with Drip Feed manner 20 web 2.0 in a week and then index it properly,go like this and then see what would be the changes of ranking.
