How many links for Tier 2?

I am curious whether you can "in theory" build tier 2 links for a long time or until you create more tier 1 properties, which can take weeks. Anyways, I don't wanna come out as dumb, but i'd rather be safe than sorry lol

So how many links can I build to my tier 1 properties in theory? Will building too many links be noticed by the web 2.0s personnel or algorithms - like there are millions of web 2.0s out there? What do you guys think?

I hope I am clear lol - I am still new to the tier 2 so please correct me if I am wrong somewhere here!

I use 1-2$ per link PBNs which you can find on marketplace. Add 10-15 links to T1 URL and wait for 6-10 weeks until check stats for T1. After 2 months order again... Invest, measure results (on T1 and your rankings), adapt strategy, start new round...

Sorry for a rookie question but - you're asking about building backlinks for your PBNs, correct?

Or use GSA to tier 2.

I don't like GSA spam to tier 1 pbns. I do a few cheap PBN links to my tier 1 (web 2.0s and guest posts) and social signals

I wouldn't be blasting my PBNs with GSA - I am not a loco my dude - mostly web 2.0s and stuff.

Do you build Diversity first or only use pbns for T2.
Lets say if they are just Web 2.0
