How many link should i create with xrumer ?

Don't do email spam, that will only annoy people and might even be illegal (depending on where you are).
And for xrumer: try some numbers on test domains first, and think about sending the links to external domains and redirect them to the money site, instead of pointing them directly at the money site and risking that one.

You have to worry about indexed backlinks count, not created backlinks count, so, if you are not planning to use any indexing strategies, even 50k xrumer blast will probably won't get your new website sandboxed, however, you should avoid more than 100 indexed backlinks per day on new domains.
Plus, I highly recommend to have some kind of proportion between low quality (Xrumer blasts, scrapebox comments, etc.) and high quality (in-content backlinks from authority websites) backlinks, for example, I use this proportion: 50 high quality backlinks and 5000 xrumer style backlinks directly to my website and never had any problems (except sandbox, but it was my mistake, as I was testing, how much backlinks are causing sandbox to new websites and 2000 indexed backlins per day was too much for my G love
