How many Guest Posts can a new site have per month?

There are no more limits to publishing an article, Everybody mentions the same thing, But I personally suggest,

You could publish your new article after indexing your previous one.

Nowadays, New blogs face a lot of indexing issues, So You should more concentrate on your article quality and try to index articles, Then you can move on to your next task, it would you best for fresh blogs.

You can have any number of Guest posts done for a new website provided you have a clear objective with it. If the website is new, most likely its in the sandbox and you need to work to take it out of it. You can use the guest posting on niche/industry-relevant websites for shout out of your brand or the product/service promotion. But do make sure not to start using keyword anchors, it might backfire.

There isn't some strict rule about this, but I wouldn't recommend going beyond 5 to 7 guest articles per month in the beginning, just so you can test the results and see how things are going. You could also see how many articles your competition is hosting and compare with your current situation.

It's important to realize that guest posting is about quality, not quantity. And we're not just talking about the content itself, although it's a major factor.
It depends on what you want to achieve. If your goal is extremely high, then you'll need to ramp up your guest posting outreach campaign. You'll need to find high-domain authority sites to work with, which can be quite challenging.
Creating high-quality content, and working with High Authority domains should work as long as you are publishing consistently valuable content.
