There is no official number about that, but Facebook will limit that functionality if you start adding people in a massive way, specially if its people you dont have friends in common.
But definitely keep it to under 100 per day.

This is really discouraging ，
i had only add 3 groups and then the facebook demand me to upload my photo,
and then i load my photo,
but 10 hours go by,
it is no any message now.
and in the before,
there are several times i encounter the same situation,
and my account has been forbidden
so what should i do?
it is so hard for a new facebook account !

I recommend you to use one genuine profile to join multiple groups.
Once you joined, You can add other fake profiles to these groups and post to these groups.
i am not sure about the number of groups we can join in 24hours. My recommendation is to use multiple profiles.

First you need to let the account sit there and in the mean while you should do human like activities.
Add friends of friends, make wall posts, chat ect after about 3-4 days you can start joining groups but start low about 3-4/day
and dont go over 5-6 groups a day.
Facebook has excellent AI but as long as you trick the AI into thinking you are human you're good.
