I've created accounts for others, and found three to be the magic safe number to create before the system rejects the phone number.

I have made 15 gmail accounts verified with 1 number.
When it says you've reached the limit just chose the other option (Voice Call)

Google allows only 5 accounts for sms verification and additional 3 for voice verification.

havent tried to do this in the mass creation phase, but when you create a gmail signup for google voice with it, you basically get a free number to verify other accounts etc.

Googles magic number is 5

5 per IP, 5 per phone (SMS) per month last time I checked.

Ive noticed when I use non US IP with my VPN it doesn't require phone verification when creating the account. you can try this way

1 phone number can be used to verify more than 5 times.

in my country, there is no requirement for sms verification for creating new gmail unless they have removed a spamming blog or have suspended yt account.

dont use any number sign up by searcheing for adsense put a yahoo email in and your good to go
