I am talking about forum links that are posted with aged accounts on threads so they look like real users. How many would be too many and would they pass a manual review?

lets say I have 200 referring domains

100RD=local citations
75RD=forum links
25RD= niche edits

would that be too many forum links?

It´s very hard to say whats enough or not.

But check your opponents what they´ve done, if you copy the linkbuilding for the first site on your keyword you could get high on google

Im more wondering how many forum links would make my backlink profile look unnatural

It's more about proportion, not quantity. A full linking profile with just 10 linking forum posts and 0 from other types of links already look unnatural.

It won't be a reason for a penalty, but you can start figuring out the reasoning behind it.

This is why, as has already been suggested, people prefer to check the competitors as a benchmark and then you can use this benchmark to see the % of forum posts seem reasonable

Can’t say anything. There are no limits. You can create 100’s of forum links, also all from unique domains. But, for Why? It doesn’t make sense. Just diversify every type of BL’s.

Does it seem natural to have only links from forums? I don't think so, you must diversify them.
Also, why would you want many forum bls? PBNs bring much more value from my point of view.

Also it depends. Shitty PBNs or too many PBNs at the begin is just stupid.

Agreed, but you have to use yout head as well. PBNs must be of a certain quality and you don't just spam them all in one day :))

You need the see what google is rewarding for those terms , analyze the profiles of ranking competitors to determine the percentage of what is excepted and not.

once you determine percentage of rewarded backlink / anchor text profiles I would recommend just going above that threshold for optimal results.
