Also, shoutouts should be priced by a page's engagement rate not the followers count.

it's absolutely random man and there's never an exact answer. the best shoutouts i've seen were from instagram, when the person featured gets around 5000-7000 followers in one day
but we all know it's not possible to buy one from them

The shout out really depends on something you need to understand. Your account need to be decent and the content they feature with you should be standard ( well for very big account it may not be big issue ). i have seen some big accounts doesn't even get 50 because most of their followers are fake. ( either they buy or use fake ig user). but getting 10 is very unlikely even for 30 mins.
