How many flags does it take to take down an ad?

I have a few of my competition that flags my ads and also copies and pastes my ads and puts scammer in the headings and descriptions, this is a totally white hat method but I keep running into the same problem.

Does anyone know how many individual "flags" are needed to take down an ad in the "for sale" section of CL?

Each one is different, some accounts have more weight than others.

Is there a rough guess?

These would probably be real phone accounts that have been re-verified over and over more then likely.

I am sure there is a mathematical equation tied to this with many variables. It is not just "5 flags and you are out" kinda thing. There might be dependencies on whether the flagger is signed in to an account, if the flagger signed in has a pattern of flagging whatever, how many times the poster has had advertisements removed before as well as the section being posted in. I have some accounts that have never had an add taken down and the seem immune to flags.
