I don't think so that there is any restriction for making pages from 1 account , but to be safe why don't you use several accounts for creating and maintaining those pages.

You can have as many fan pages as you can make. I have 20 now, once had over 100 but sold them.

I don't think there is a limit but to be safe be wise when doing it .. don't over do it over a short period of time

You can definitely have as many as you want and you're totally safe with them unless you do something stupid with one or two of them, if you plan on using spammy tactics to grow them it's better to spread them on several accounts though, just to make sure if something bad happens they don't all go down the drain.
