There is no limitation, but there is an algorithm looking over how similar the pages are.

Facebook has become stricter over the last few months on merging pages and changing names of the pages.
Not easy to grow your likes as it used to be till early 2017.

You don't have any limitation, but merging pages are very risky now a days.

there are no limits but make sure the pages are really closely related to avoid being unpublished

You can only merge 5-6 fanpages. that´s the limitation. further you can solve it with a trick, but it seems that the trick isn´t work anymore

You can merge some page but it is harmful
