How many average page viewers should I get before I start to put ADs on my Blog. Also as a side question, what other things could I do to make money via a Blog besides ADs?

Wait untill you get 10k+ and than go for Ezoic or something similar...

first of all add the traffic to your site. Linearly built your site with on page content. Then you can sale your blog for other people article publishing. Then you will apply for adsense

Besides not making any money, is there any harm/downside to Adsense on a low traffic blog?

let’s say a sight gets 500, 1000, or 2000 visits, why not run ads?

Yes,there's a downside! The ads slow down the page speed and your rankings or traffic might go down.
