theoretically, yes, you can increase them. But it's not as simple as that.
Link velocity (how many links you build per day / week / month) does matter, like I said, but this is only part of the equation and other important factors need to be considered. For example:
1) building exact number of links at regular intervals is very bad because it creates patterns and one thing that google are very good at is detecting patterns.
What I'm trying to say here is: do not build [whatever exact number] of links per [whatever interval] like clockwork. Vary both numbers to avoid creating patterns. For example, build 1 link today, then 6 links tomorrow, then no links for 3-4 days, then 1-2 more links the next week, then 0 links again, then 3 links the next day, and so on. If you constantly build 2 links today, 2 links tomorrow, then 2 more links the day after tomorrow, etc... well, this screams "link building" to google from the top of this pattern's lungs
2) do not point all of the links to the same page, and especially if it's a commercial page.
Imagine that you have a website with 30 pages and only the homepage of your site gets 2 links per day, like clockwork, for 3 months. Don't you think this behaviour gives away your intentions of manipulating google?
I've already addressed the need to vary the number of links you build, so I'm not discussing it again. But what I will discuss at this point is the need to point the links to multiple pages of your site. I think the bulk of your links should still go to the homepage, but a fair amount of them (say 30-40% of the total backlinks that you have) should also go to other pages, and - like I said earlier - preferably to info pages instead of commercial ones.
Of course, if you have an ecom website, most of your pages will be commercial so there's nothing you can do about it in this case. But if you have a blog / affiliate website, try to point the links to the pages that provide (informational) value to the people. This sucks, I know, because we all want to rank the pages that make us money, not the pages that have no affiliate links and no monetization option, but google doesn't want anyone else to make money so we have to either show google the middle finger and black hat the hell out of their algorithm, or dance how google sings.
And if you want to be white hat and dance to how google sings you will need to point the links to the info pages... or at least most of them anyway, I don't think you'll get screwed for pointing 1-2 links to the money pages every now and then
3) mind the anchor texts
I know that you didn't ask about this in your OP, but google's latest update seems to have specifically targeted pages with irrelevantly anchor'd backlinks. So, when you build links, if you point the links to the homepage, try to use branded and URL anchors most of the time, but when you build links to the inner pages try to use exact / partial match anchors most of the time, but - although they're exact / partial match - you still need to vary those anchors a lot so that you avoid triggering the Penguin penalty (or the Panda penalty, I don't remember which one was which, but the point is that you don't want to have too many anchors of the same type for your inner pages, and definitely not too many exact match anchors)
