There is a seller selling 1000 blog comments delivered in a span of 4 days. Would buying this hurt my rankings on the Google?
 
For those sorts of numbers you want to use them for tiering purposes, not direct to your money site. If it's a parasite you're using then it should be fine firing them off direct.

It would help to know how many comments your blog usually receives. If you don't get anywhere close to this number in the span of 4 days, then these may be too many, too fast.

If they can be spread out, it would be better and appear more organic.

There is no universal number for "too many" blog comments;
it depends on whether you are referring to comments on a
single blog post or comments on a single line of code
 
comment backlink is not good as its real mention by google that UGC is not good and pass the value of the link juice

Make sure the blogs are relevant and have real traffic, otherwise it’s risky.

Blog comments are useless. You should focus on getting quality links created.
