How many backlinks should your tier 2 & 3 sites have?

How many backlinks should tiers have?And do you just blast them with SB and Xrumer or do other stuff like social bookmarking etc? Is the ultimate goal to make such tiers increase in PR as well?

The more power your tier 2 have the more power it passes to your money site.

There is no set number to blast at them but do not be scared to give them a lot.
