If before you got 2-3 links per week, keep going. And after 2-3 weeks increase it to 4-5, then 6-7 and 10-12

there's no number written in stone, but if your site is new you want to start off slowly (a couple of backlinks per week I'd say), and increase gradually as the previous person said.
And even if your site is not new you still want to take things slowly if it has no backlinks yet, just to be safe.

I would say : If you are getting them in the manual way - than you can get as many as possible.
But if you do automated links - try to avoid huge increasing. Just increase number of daily backlinks slowly

There is no particular count.
Everything is fine until you increase the link count gradually and get quality links.

A lot of people think "if i get too many links, I'll get in trouble" and this is NOT true
It's actually quite the contrary. Real back-link bursts are generated by news or viral content. Google knows this. When you go viral or get a 'news wave' that's pouring in back-links to your site, this is a GREAT THING b/c its' real content. Quality content and that content's saying "Your site is the authority" to Google
If you're doing this 1 by 1, as i presume, the main thing is just to make sure your dont have specific anchor text on more than 20% of links you generate

If the link are coming from quality content, it wont matter

totally agree with this. specially making sure that the initial burst of links are all branded and generic texts
I think the whole concept of link velocity and getting penalized is a myth.
By manual do you mean, actually someone taking an effort and linking to your site?! if so, when was the last time you knew someone who got such a link? : - )

As your site is new so add the backlinks with minimum 1 or 2 and increase the links in the upcoming weeks...
