- Find a Good Experienced SEO Expert & Discuss about the requirement
- YES you need to Build Quality Backlinks..don't think about the numbers..just need quality links
- You must continue link building continuously
- Optimize your website for your Main & other relevant keywords
- Try to advertise your site & Bring some quality Traffic..it will helps to increase SERP & Alexa rank also
- Within few months (2-6) Your site will be on google first page (depend on the SEO provider)

I think there's no definite guide on how many backlinks that you can build- if you lace your backlinks along with social signals, that will definitely help you mask the unnatural link count that you can send to google in that aspect.
So depending on how you build the links, you can of course build as many - but you will need to employ other measures to make it look natural.
If you build thousands of links, mask it with thousands of legit social signal, and that should do fine.

You should focus on quality backlinks rather than quantity in my opinion.
