As many as you can keep up with on a consistent basis, but that doesn't mean blow up the site with links, else may get the ass kick from Google. Stay away from blackhat to stay google proof.

I believe in regular link building. It's may be 3 to 4 links per day
There are many variables at play here you need to consider. How old is your site? What's your (ranking) competition doing? How much content do you have? To how many pages are you building links to at the same time? How powerful are the links you are building? There is NO cookie cutter solution anymore. You have to find out what works for you and risk wasting your sites in the process. This is just how it is and one reason why it pays to have more than one project in the pipeline.

Depends on what kinds of links you build.
Whitehat links would be safer to get as many as you can, although a few of these a month through outreach would be more than enough to rank. Even 5 links can be enough if you get a link from a powerful EDU domain.
Greyhat links like PBN's depends on the age of your site and other factors like the anchor text variations, how tough the keyword is etc. But I would generally not go over 20 to 30 links a month if I were to use PBN's.

Normally, I can do 5 guest post each month but I make sure that the articles I write are really quality. Plus 30 backlinks from user-generated backlinks!

Im about 10 days in on a new site and have made 3 link but have two more with accounts created that I will drop link later. I think I will need about 80 good links to take #1, Along with a lot more content + images + video

Leave far away sites that are not relevant to your website.
If the bounce rate is high.
Your site will rank down.
