You can create unlimited But I recommend to be in the safe side, try to make links manually.
Never to try blasting SEO skills within a short period of time on a newly created website

Less valued profile links may be considered as spam sometimes so start with web2.0's since ur's is a new website........

You can send as many as you want but i'd recommend starting with web 2.0s and backing them up with blog links from scrapebox. Fiverr is also a good source of backlinks for new sites.

Build links on two tiers - my advice...

Tier 1 - manually created Web 2.0 sites

Tier 2 - other types of links to the Web 2.0 properties in Tier One (forums, wiki links, blog commenting, social bookmarks etc.) You can outsource them at fiverr, as someone above suggested.

You can build lots of high quality links to your site. Keep the quantity of nofollow crappy links low.

As everyone suggested, stay away from profile links for new domain. First you should plan making contextual backlinks either from web 2.0 properties, Social network blogs, private seo networks, guest blogs etc. In the second phase, you can build profile links to these contextual page

The answer is unlimited but quality matters. Low quality backlinks would do no good to your site and in a majority of cases it backfires. So, work on the quality of backlinks rather than quantity. Manually create backlinks depending upon what sort of site you own. Cheers
