Make a basic page for your niche and depending on your niche you can ask other page owners of the same niche if you can share each others pages. This has helped me grow some of my pages for free. If you are selling beauty products make a page that is separate from your business page.
For example if your business is Jane Doe Cosmetics, make a page called Jane Doe's Beauty Tips and just have it be a community page where you share makeup tips, memes relating to beauty etc. Ask other beauty page owners if they would link to share your link on their page and you will share theirs. It might not have to even be a beauty page, you can also target fashion, health fitness, etc.
Once you have grown your Jane Doe's Beauty tips page you can start advertising your business page. It takes some time but it gets you legit likes and it doesn't have to be your only method to get likes but it does help. Good luck!
