How long to get 4000k backlinks that stick?

I have a potential competitor who has 3800K+ backlinks, but much of his on page seo isn't as great as it could be.

He has a 3 Year old domain and some decent activity on the site with response to posts.

What is the best way to get enough backlinks to top him, and how long could it possibly take?

All other competitors only have a few hundred backlinks, if that.
