for a website with 20 pages? my freelancer is doing ONSITE SEO for 2 weeks and not finished yet.

These days onsite SEO never ends it is an ongoing exercise...

Timeline varies too of course more like 'how long is a piece of string'...

Suggest you read on the many SEO threads and posts to learn more...

In my opinion is enough time, but that depends on the complexity of your requirements.
A report would be nice like Rotem said.

If you use wordpress you can add some great plugin to do that and rewrite the articles for the coresoponding keyword density , bold keywords etc.

PS: 2 weeks is a loot , maxim 2-3 days .
