How long google cache present

so i submitted an article press release style to a major news site.
The seller where i bought the PR service automatically submitted the same article to his site short after

The article was deleted from the major news site and is no longer in cache(after about 2 weeks)
I want to submit it again(to a different news site) but the article is still in google cache on the seller site even he deleted it already.

Is there a way to hurry that article to be deleted from google cache. I mean can i ask the seller to go to google console or something like this and request another index os stuff like that?

i noticed this from google https://support.google.com/websearch/answer/6349986?hl=en which leads to this page: https://www.google.com/webmasters/tools/removals

Does it work? how long it takes until cache is cleared? can I do it my self or it should be the owner of the site who submit that?
what's the format which I should enter there: mysite.com/old-page or cache:mysite.com/old-page

The website that it's posted on can request removal from the search engine through their GSC.

Yes you can do that but normally google should have removed it

Cache stays for a huge time, even if you see it is no longer in the "visible" cache, it will be there. Google stores a huge amount of historic data
This is known, because plenty of my pages are ranking for weird keywords that are not there anymore and 0 contextual links relating. This makes nonsense but is how it is.

For example: A page talking about experts in certain area, removing the expert, and after 2 years, if you search for "topic area expert name" you will still see my page ranking nº1 which is weird AF

i think cache relatively easy process should be completed within 50 seconds
