How long does it take for a new website to develop a PBN link

My new website went live 3 months ago, during which time I posted some .edu/.gov backlinks, niche edit backlinks, guest blog post backlinks, and some keywords already rank.
It has been 3 months since the new website has been online, is it possible to start the PBN link now?

Why not?
You can start over right from the day one, but the main thing is it should be natural or look like naturel.
Beware of spammy links.

The new website should still be in the sandbox. Immediately launching a PBN link without actual traffic will not cause the problem of extending the sandbox?

you can start from day 1. It's the speed / patterns you follow with your link building that kill your sites, not when you build your 1st link. Read this:
