I have websites blasted with 10k unique domains (guestbooks, forum posts etc) and this website have no content - just cloaked redirects. It's all ranked #1 on medium keywords since 1 year and it's all fine.

I also have websites which are penaltied after 1 week or less. Google's algo is stupid, so the use manual human based moderation. Sometimes even this fails and your sites are fine. Sometimes they find it fast.
 
It is difficult to say. Actually it depends on Google. When they will find you are doing Black Hat SEO, You will be penalized.

Google is not stupid, the problem that it's impossible for Google identify spam easily. Up to a certain point an algorithm can evaluate the relevance and quality of results for a human
I like to see how Google do everything to improve the search engine and how blackhatters do everything to dirty their SERPs :D

According to me this fight will never end as is the question of the guard and the thief (I do not mean that blackhatter are thieves but it is fair to explain the concept)

Black hat SEOers are always evolving their tactics and Google is always updating their algorithm. It's becoming more difficult for any average joe to become a successful black hat SEOer, but as long as there are those people capable of taking advantage of the weaknesses in the algorithm, the fight will persist until one of them gives up.

Do you mean how long a blackhat site would rank before getting penalised or how long it takes for a blackhat technique to become ineffective? I guess the latter but I'm gonna answer both just in case I'm wrong.

1. How long a blackhat site ranks before getting penalised? No definite answer. It differs across different sites.

2. How long it takes for a blackhat technique to become ineffective? Again no definite answer. A blackhat technique keeps working even after sites using them are penalised.
 
Depends how good you are.

If you know what you're doing, maybe never.

If you suck, that GWT message can come pretty quick.
 
is that the same for local SEO like local maps as well or that even more "sensitive" ?
