I think this is an old PPV arbitrage method from 2014-2015. I know that but it's not working anymore.

I'll leave my guess on the subject. The only way I can imagine that would be possible is:
1 - Create a clickbait ad with a miraculous promise. (Easy money, free product, unmissable promotion)
2 - Boost with Facebook Ads. Get people on the site. I know from my own experience: the costs for FB Ads in Brazil are very low if your campaign is well targeted. I've already got campaigns to add to the cart for $0.04 per customer.
3 - In the subtitle of the ad (or in the first comment of the post on Facebook), teach people how to win this promotion. Ask them to click on your ad.
A 30% CTR is impossible without asking people to click on your ad. If he asks for clicks directly on the site, he would already be banned from Adsense. So it would be less risky to ask people to click through Facebook or another social / ad network.
If anyone has another idea, I'd like to hear it. Maybe there's a more honest way...

This is an old Facebook arbitrage method from 2016. You can reach just 3-5% CTR with this method...

Which country want to use this method? The main four adsense region (google llc, google ireland, google advertising shanghai and google asia pacific) have different banning algorithms so the deployment strategies are very different.
