How is watchtime for reapplication counted?

So how are these 224,009 hours counted? It doesn't say "in the last 12 months". But isn't it of the last 12 months what's required? or just all-time to reapply?

What if you private whatever videos you think are reused content instead of deleting them, and still meet the required watch hours? wouldn't this allow you successfully monetize again? Because when you private a video, these views are no longer public watch hours, and they are asking for public watch hours, so privatizing videos, gets rid of all the watch hours from the videos you supposedly think are reused, so in that case you wouldn't need to delete them, but some people claim you have to delete them because they look at your privated videos too, but again, you would meet the requirements if your public videos are illegible so why the fuck does it matter if you delete them or not? Has anyone tested this? obviously the goal would be to pass so you can make them public later again, because these scammers claim your videos are reused or harmful when they are not, and they don't even tell you which videos are causing this to begin with, so if you delete them you may be unnecessarily deleting videos, if you just private them you can try different convictions of privatizing/making public until you find a sweet spot of the maximun amount of public videos you can that are illegible so you don't destroy your channel deleting the fucking videos randomly and trying every 3 months to see if you got monetized.
