This is a voting plugin.....prob a custom one since i could not find one exactly like it. do a search for voting plugin for wp and see stuff that is similiar.
I wouldnt imagin it would be too hard to make. Good idea.
 
I am still a little hazey on how it is a plug in and not a theme at this point.
 
hmm looking at this more seems like this is a php script.....i think i could edit a certain script i have to make a site very similar. probally take a few days to figure it. send me a pm and i might be able to make this work
 
Okay awesome, that pretty much solves the question of whether it is WP or not. Now all I need to know is how much would it cost to duplicate, I shot a pm to you too RDLew

Looks like a simple combition of a feed, voting app and banner display.

Build it in stages, feed first. Add the reg pages/ members area which brings in the Voting App then drop a load of banners down the right.

Slowly, 2 weeks work.
 
I check your site, even WP professional check this. Your site is not made in word press so please check it.
