The page is one opening. It seems like someone tried to go all illegal and got caught. It seems like they tried to buy those comments which is why they're blocked. It's better to take time and grow organically than ending up banned. I hope this makes sense to you.
It was an iPhone Giveaway but they mass tagged and had over 880K comments on that video. I'm assuming it was for data collection?

Yes, it is mass tagging. I think they got what they wanted before their page got disabled.
