On my youtube shorts an adult video apperead(without any nudes, just a girl bending). The guy is promoting adult cpa offer and his channel has like 30k views/300 subs and 126 videos. All videos are the same and he just started 3 days ago. What got me into thinking is how he is able to manage not getting blacklisted

Soon he will be banned. YouTube often misses this kind of promotional content. They turn a blind eye to it. But sooner or later it does ban such things)
 
He will get banned soon, but I'm sure he has more than 1 channel

Can't he make new account and continue spamming? Overall 30k views isn't that bad to make some conversions for absolutely doing nothing.
 
what is adult in a video of a girl bending? you said it yourself, there is no nude so why the video should be adult content?!

Well, he can’t post full nude video on youtube. The cpa offer is adult.

Not so long ago saw someone using this tactic on facebook. The page was growing like crazy, don't know if the page got banned later on.

or simply search “nude yoga”. I don’t think yt disallows nudity if it’s not shown for the sake of it. It’s a weird niche for sure.
