How is this guy doing this exactly ?

So I noticed this url indexed on Google a couple days ago, but I don't understand exactly what this URL represents and why it's indexed in Google.

can anyone help me understand what's going on with this url, especially the long string of characters at the end ?

He is directing you the movie streaming service which you need to register (PPS) and with the url at the bottom he is again redirecting to the same article you are reading but this is interesting because i though this method doesnt work on google anymore also look at the keyword density O_O

Just looks like a redirect to make the link look legit then goes to his spam page. The string of characters is because he has encoded the link with Base64

Thanks.. I thought it to be some kind of encoding but was not sure of Base64. This was great help
