HOW IS THIS CHANNEL NOT GETTING ANY COPYRIGHT STRIKE ?

I haven't seen any adverts yet and the details to purchase the movie are present in the videos, so Youtube are likely earning revenue from the videos.

I'm not sure, but I guess the fact that there are ads running in the videos doesn't mean the channel owner is earning from Adsense.

I think the answer is this:

Previously, courts endorsed the 10% rule— if a person uses less than ten percent (10%) of the total work or one (1) chapter of a book if the book has ten (10) chapters or more, then it is a fair use. This rule has been criticized and should not be relied upon in determining whether a use will be considered a fair use.
It also applies for movies.

Here's what the owner of this channel says: Hello friend. On this channel you find cut scenes from DC Films, DC Animated Movies and other Warner Bros. Pictures movies. All scenes are owned and monetized by WarnerMedia© If you like 'DC Comics' - welcome! "come together, right now!"
