If you've been in youtube for a long time, and have been uploading these kind of stuffs before, yes they can allow you to monetize these contents.Why do they allow it?
as far as youtube policies go, no u cant monetize such type of compliations especially considering u r scraping it from other sources and not content u own. if u own the content then ok..Youtube will allow these kind of contents before.

and to answer op, those channels use a different method. they buy channels that are already monetized and upload such content and keep milking it until the channel gets demonetized. then again buy new monetized channel, rinse and repeat.
remember that there is no way they will approve u for monetization with such 3rd party compilations scraped from other sources.
the guy that replied to u here maybe already having a monetized channel , if he is using 3rd party compilations from other sources, it will only be a matter of time before yt finds out and demonetize him
well obviously in the conditions u mentioned u can.Actually nowadays you can monetize this, it need to be under Fair User Agreedment and you have to add commentary, sound effects and some more stuff.
Fortnite Highlights Channels do this way under Fair Use.

but im talking about plain compilation channels that simply stitch content together and add music without commentary or reaction etc what so ever
such content is not monetizable. it's already mentioned in ypp quality guidelines.
