If you plan on using these sites to link to your money sites then they all need to appear as owned by different people otherwise the links will look like they come from just one person and therefore will not be worth much.
To make all sites look like they are owned by different people you should, use seperate IP's for each site, make sure they are not all linked under one google account, have no common footprints (so for example if you're using one statcounter account to track all sites, that would be bad since each site would have the exact same piece of tracking code which google could use to identify them as owned by one person).
And yes, you will need to cover up your whois registrant information. This means you either give fake whois details when registering the domain (which is illegal) or use private registration. The best option is probably private registration, it won't look suspicious to google because millions of people use it for different reasons so Google can't draw any conclusions. If you use namecheap you get free private whois for a year with every domain you buy.
Another thing to watch out for is your nameserver info, when someone does a whois check up, they will also see your nameservers, if all sites use the same nameservers that would also suggest all your sites are owned by one person, so its important that they are also unique, to achieve this you could use several different hosts to get several different nameservers or if you use seo-host.com you'll get a unique nameserver for each IP. Another way round it is to use the name servers your domain registration company provides rather than the one your host provides, although your name servers will all be the same in this case, it won't matter because millions of legit sites owned by many different people will also use these name servers and so Google can't judge whether your sites are all owned by you or many different people.
