Some of my domain have 15+ TF CF but with only 15-30 backlinks. I have checked through ahrefs DR (Domain Rating) around 35-40+ and in moz, it has around 15+ PA and 30+DA, Is it good for me to build PBN with those domain?

Waiting for some more opinions

I use it as a general guideline. but don't put much stock in it. TF/CF & PA/DA sometimes reflect the relative juice or ranking power from a site, but not always. I've had some sites that show very low metric values but pack a lot of power in ranking my money sites. The only way to really know how good a site is, is to put some links on it and test.

If the site has good metrics then take a look at the links.

If the links are contextual and not spammy then you have a good domain.

always backlinks profiles first, for example, you may get a domain with all metrics 20+, but found only 5 referring domains, links okay, but second one, metrics 15++, but with 20 referring domains, in my opinion, second one is more powerful for build a PBN site

If im wrong, please correct me someone

as a seller myself, I always look for domains with solid backlinks.
don't completely depend on the Majestic/Moz metrics because these can be easily manipulated.

That's a great question and I would love to shed some light on it for all those who are wondering the same!

So in a nutshell metrics like TF, CF and PA/DA are arbitrary metrics from Moz, Majestic and other popular SEO tools and resources that are independent from what Google actually uses as a factor when ranking your domain and the level of authority it places on your site.

What I suggest to all my clients is to not focus on a single metric like PR which hasn't been updated by Google in years and used to be almost the main factor everyone referred to when talking about SEO. The most effective and surefire way to get Page 1 rankings is to follow and adhere to the basics such as the below:

1. Adding fresh content to your site on a regular basis and interlinking the content so the link juice is passed throughout your site.

2. When link-building always ensure your that anchor texts are well diversified and not overly optimized for any main keyword unless its your brand or raw URL.

3. When link-building make sure your building links that adhere to Google's web master guidelines which ban such tactics such as site-wide footer links, side-bar navigation links, etc. Shoot instead for contextual links on popular platforms like wordpress, weebly, etc.

I hope this helps answer your question on the best way to approach an SEO campaign and establish and safe and effective strategy that will provide long-term and sustainable rankings without any worries about getting a penalty or drop in rankings due to Google Algo updates! :)

Warm Regards and best of luck,
Mark!
