My home page loads very slowly and is given page speed rank of 16 by analytics while inner pages have 75. Is that alarming?

Quite. Google does give you tips on improving the page loadspeed, so as long as you aren't running a super slow server, it should be fairly straightforward to speed up.
I recommend checking the site with http://tools.pingdom.com/fpt/ as well. They can often provide a little bit more detail than Google can, when it comes to site speed.

Google has tools and gives scores for OPTIMIZATION. I say that in caps because it tests for how optimized you are for speed, not how fast you ARE. This doesn't take account things like over-use of photos when you could use HTML and your hosting. But get a check here: https://developers.google.com/speed/pagespeed/insights/ My sites all score 100/100 on this, and I suggest you get AT LEAST a 80/100 score.

The thing is speed is part of Google's "User Experience" equation... and user experience is a BIG part of calculating rank. Follow the guide lines and ignore the jibberish people tell you. These links are almost all you need to get started.

Google has indicated site, page speed is one of the signals used by its algorithm to rank pages.
Main advantage - user can browse the site smoothly without any interference it will lead to engage users with your site for long time. In SEO point of view this is beneficial to reduce or keep the bounce rate lower always.

Google's search algorithm takes page load time into account when calculating your SERPs. You will have a difficulty time ranking for keywords with such a slow load speed.

Its quite important, make sure you look for ways to reduce that. Also mobile compatibility of your website is a ranking factor.

I would say very important - not only is it a (small) factor used by Google in determining your sites ranking but its also very important for your visitors - how long do you stay on a website when it loads slowly? For me its not that long and I would rather check out another site.

The first things to start looking at are the amount and size of the items that load with your page. Once you have removed the worst offenders in that respect, then start looking at your hosting provider - it may be that you need to move to a faster host and perhaps one with SSD disks.

I've done a great deal about this. I help business owners speed up their websites all the time. You need to enable GZIP, which you can do with a simple cache plugin. I love W3 Total Cache. Others use other things, but W3 is long running and very powerful with tons of updates. Enables GZIP easily.
Also, you'll want to compress your images. You can do this using other Wordpress plugins, but I personally use EWWW image compressor if it is a project I don't want to spend money on, or ShortPixel if it's more important like a client's professional site or something.

Sorry I guess I didn't directly answer the question, this guy's quote is good. It really hurts Google rankings, plus it also puts you in a position that clients may simply vanish from thin air because slow sites SUCK.
