It's still important, consistency tells google the site is updated, which helps in the SERPs
For Google - but also for the readers, that like to visit such blog expecting "well, what we'll find new today?". They could be disappointed not finding new contents longer time, and they may switch to some other blog, where there appear new posts on more regular basis.

As far as I know, you need to post 1-2 times a week as for average blog and then it depends on the specifics. If it's a news niche, then the number of posts per week rises. That's why I've told you to delegate posting as an option. This solution will be much better than, for example, making 4 posts in the first week and none in the second.

It depends. It's not just about volume, but quality. One post every month that gets attention is better than ten mediocre ones. But yeah, usually, constantly feeding content to your users is a good idea
 
Yeah, the same general idea applies to blogs. Google doesn't officially penalize you for taking a break, but your rankings can slowly drop. Fresh, updated content is a strong ranking signal. If you stop posting, competing sites that are active will likely start to outrank you over time, especially for competitive topics. That said, a blog with really strong, timeless "evergreen" content can still hold its rank for a very long time. ;)
