Due to facebook limits this wouldn't work. A brand new "hot girl" account adding random people in 5 days? Good luck with that one buddy. I'd be surprised if you got past adding 30 random unknown people before facebook banned that account.

1) Create a petition like landing page: "We demand JB. JB, please come to our city.". Add a retweet button with JB's @twitter mentioned, so whoever runs his account will see many retweets and maybe will reply to them.
2) Now go to a fan club website, like "JB fanclub from ____ city" and start promoting your lp.
3) Promote your lp everywhere.
4) Don't forget to collect their emails too to email them later diff. CPA stuff.
