This is the best way out of the bunch to get high PR, all the other stuff won't help nearly as much (nor will they do that much on their own) as this.

As for the social signals, while they're very useful, I hardly think they will help you with your site's PR. At least not if you're not using them by thousands.
 
I'm bookmarking this now :) I also want to build a website that has a PR4 within four months. Will try using your methods.
