1: Create Meta Data
2: Submit info to Google
3: Setup Auto Social Poster and Pings ( if I do it in wordpress )
4: Outsource Backlinks

What else could I do?

Start with keyword research. Identify keywords with moderate demand but less competition. Create content matching your keywords. Keep adding content regularly. Build backlinks at a regular pace using various methods - article submission, directory submission, social bookmarking, blog commenting, buying links etc. Do an analysis of backlinks of your competitors and follow them to build more backlinks. More relevant and high PR backlinks will boost your rankings. Good luck!

For true SEO guys, what do you do after outsourcing the backlink building?

I just rinse and repeat but i'm looking to offer more.
