As you know, i am from India, and because of some issues, they have blocked sending payments through paypal, so now you have to use credit card instead.

But i want to know if there is any way through which i can send money through paypal balance, even if i have to make a new account.

don't want to sound stupid ... but can't you just have the other person "Request" money or is it the same thing as "Sending?"

That would be the same as sending :)

No, you arent studid at all. These kinda thoughts are what that makes "Methods".

Good try, but in this case, no luck with that.

Kinda stuuuupid for PP to offer an online money transfer service, where you can't make money transfers. Presumably PP still allows purchases, so... Perhaps you can set up a quickie subdomain site with a shopping cart script, and set the receiving paypal address of the person you're trying to get funds to as the 'seller'. Then 'purchase' a product from that person, in which case they get the money.

You are speaking of things that you dont know.

For Indian paypals, money can only move either of these, In to the account, and to the bank.

For anything else, you need a credit card.

then get some good proxy and make international paypal account i am also from pp restricted country but my pp is working fine i withdraw my payments from paypal through scriptlance

Then the user should get an Entropay or similar card that PP will accept. It's still stupid to offer a online transfer account that can't do transactions without such hoops, it defeats the purpose of having one.

I guess it's better to make a paypal account through U.S. VPN/IP.

You can use MoneyBookers or Entropay to pay or to buy. Or you can attach a real credit card to your PP account and then buy or pay others through PP system.

I have heard of "B2 Branchfree Banking"
Code:
http://www.b2.icicibank.com/
by ICICI Bank and use their VCC for the purpose. I have heard that you can buy items or pay others through this, but I am not entirely sure as the B2 Branchfree Banking by ICICI is operational only in some larger cities and it is still unavailable in my small town. So search or ask others in this regards.

Using proxies and other shady methods for PP is a dangerous thing for people who are new to the game. Obviously those things work for "those" professionals who also have more than one ways of successfully getting over the Paypal problems. For them, loss of even one or more PP accounts is not a problem. For you, I think it is better to get a CC and attach it to your PP account. It is not hard to get a CC from an Indian bank as others have mentioned. It will help you easily do the two-way business through Paypal.

what about using a credit card you buy from the super market? may be worth a try

You can use paypal balance only for withdrawing purposing to your card or bank account for purchasing purpose you have to use your card balance which i have knew about paypal in these days specially for Indians.

1. Make an entropy account with exact Gaypal name and recharge entropay with your banks debit card.

2. Make v CC

3. Recharge Lesbianpal

4. Pay with it.
