How I can run Google voice outside US

Hi guys,
I'm willing to purchase US Google voice and run it on my desktop. Al tough I'm living in Africa and I'm not convinced that it will work with a VPN such as Windscribe.
Could you tell me what is the best solution to run it properly without being blocked?
